I don't know about italy's parmesan, but that canadian maple syrup is held by a cartel, not by the canadian government. it's done by a bunch of industries, for example there is a stockpile of more than a year's world consumption of cocoa, and I would guess coffee too. governments keep reserves of actual strategic materials like petroleum products, but that's done to weather potential supply crises, not to prop up the industries producing them by buying supplies that will not be needed even in some sort of crisis. manufacturing stuff for government stockpiles is very much a soviet planned economy thing.
