if over 90% of asphalt is already getting recycled, while most asphalt used is between 70% and 100% fresh, then why wouldyou need to jumpto using 100% recycled asphalt? this seems like a marketing gimmick or a trick to gain government contracts, and I do not believe that the stuff is of equal quality no matter how often you say it. it's clearly contaminated with higher sand and gravel content from lower road layers (as well as tyre and exhaust dirt, soil and what not), and surely some oily parts of the bitumen evaporate over decades in a road, so it seems quite obvious that the result would be drier and more brittle. I reckon just adding a little paraffin oil does more to mask this dryness in the short term than it does to make the asphalt not too brittle in the long term.
