it's also standard practice with the various vaccines given to kids in poor countries like south africa. I think they probably have been doing it in SA too, it's just not easy to reach everybody quickly. almost all countries still have people who are unvaccinated simply because they haven't been provided with an offer that was convenient enough for their (more or less reasonable) liking. even if SA has a good vaccine dupply now, that is certainly a much more recent development than in the rich western countries that hoarded vaccines to get their citizens first ans bought up most of the first few months' supply for high prices. the US didn't start exporting until april or so, while importing millions of astrazeneca doses that never got approved for US use until now.
