yeah this was weirdly presented. the actions of the people threatening the mayor are definitely criminal, but the original conflict still matters, and was almost entirely ignored.

given the spray paint, (and there probably being other use instances) it seems like it can probably be legally established that the furry in the video represents the mayor, and in that case, the video certainly represents either merely an illegal threat of violence, or, depending on its distribution and aided by the spray paint pointing at the mayor's home, perhaps even a public call for violence. I don't know french laws specifically, but in essence this would be illegal in all countries, even in the US. it is generally possible to implicitly threaten and terrorise people without breaking laws in most countries, but these guys in particular are not doing a good job of avoiding illegality.
