  1. we should ban russian tourists if we also simultaneously define rules and pathways for russians opposed to putin to seek asylum in the EU. we should sanction anyone remaining in russia and help those who want out. citizens of other countries generally entitled to asylum don't tend to get tourist visas either. I think we can make it easy enough for russians to immigrate while also banning in particular rich russians from luxury vacationing and shopping trips in the EU. it won't be great for EU economies though to prevent russians from coming here to spend money.
