  1. the sculptures in thestreets should be cast in concrete after wrapping, if the material and machinery is available and not needed for military purposes. I'm pretty sure I have seen pictures of that being done in WW2. if the statures get a thick and impermeable weapoing like that first, then any concrete poured around it will eventually be easily removable without damaging the sculpture. alternatively, if the material and machinery is needed elsewhere, they could just follow up the wrapping by piling up a barricade of furniture etc. around the sculptures to catch potential sheapnel. though the problem with that would be that it would probably be mostly flammable material, and could end up putting a sculpture in the middle of a bonfire. padding and concrete would be ideal.
