  1. yeah, not exactly a carrot thing, but I can see how it would be effective since she's yelling at people from the street, so the neighbours hear and are reminded to gossip about the unvaccinated indiciduals. when the next covid wave happens and people start getting worried again, everybody knows who hasn't been vaccinated yet, so they'll be ostracized.
