is it possible that partisans were also reloading ammunition? could it be that in some places, they were more capable of getting the supplies necessary to reload spent brass than to get new ammunition that would fit a german gun like an MP-40 in particular? the stealthiness explanation doesn't seem that intuitive to me, since I would imagine that there would have been a good amount of evidence of shooting on the other end of the bullets' flight path...

yeah, on the eastern front the standard practice for the germans when they couldn't trace partisan activity was to just massacre the inhabitants of the nearest villages. that was most of the activity of the german anti-partisan units. plus of course for the duration of the holocaust of bullets, they were simply classifying all jews in eastern europe automatically as partisans due to their assumed role as racial enemies of germany.

51WCDodge mass punishments weren't just commonplace, they were official and near-universally praciced german occupation policy. one german wounded by partisan activity in eastern europe=50 dead unaffiliated slavic civilians, one dead german=100 dead slavic civilians. later in the war, that same policy was also sparsely applied in western occupied territories.
