  1. couldn't they have tested the potentially badly heat-treated guns by pushing a hardened steel spite or the like into the receiver at a non-critical point with a defined force and judging the deformation, like how material hardness (rockwell or brinell or whatever) is measured? do the test, decommission the ones that are too hard, and stamp a new proofmark on the ones that pass.
