looks to me like rwanda is rather trying to imitate the UAE's "little sparta" role, and leveraging its small but by african standards uncommonly functional military through various regional military deployments. such as when in the past <10 years, mozambique went from one of africa's most pleasant tourism destinations to absolute shit with an IS-affiliated al-shabab knockoff insurgency, the armed forces of mozambique failed miserably, for years and eventually mozambique invited a rwandan force of a thousand soldiers, and they absolutely wiped the floor with the islamists, just about ending their insurgency in a few weeks. I wonder what mozambique owes rwanda now.
