  1. Such a software upgrade depends on the [programming] language used. I used to do company-wide hot/live edits on intranet applications at a medium-sized production business, and generally if a production crew or sales agent had a request, it could be implemented fairly quickly [generally same day]- but I think that's Russia's big problem: implementing these updates on each system. I don't imagine they use a client/server setup for their defense systems- I assume they're autonomous [but maybe not?]. Implementation on an autonomous system would probably look something like connecting a flash drive to each individual defense system and updating/flashing the software [or perhaps firmware? It wouldn't surprise me]. This would be time consuming. If they integrate each system to a server, pushing the updates COULD be very simple and quick, but this assumes the server can push updates, or that the defense system can request updates from the server (and I doubt this would be the case in sensitive defense systems since this is opening a threat vector to hacking). But again, I'm not familiar with Russia nor defense systems, just programming and implementation.
