WASHINGTON — Mick Mulvaney, the acting White House chief of staff, said Thursday that the Trump administration withheld nearly $400 million in military aid to pressure Ukraine to investigate what the president has long insisted was Kiev’s assistance to Democrats during the 2016 election. The declaration by Mr. Mulvaney — which he then took back later in the day — undercut Mr. Trump’s repeated denials of a quid pro quo that linked American military aid for Ukraine to investigations that could help him politically. Hmmm 🤔 Perry Tells Trump He Will Resign as Energy Secretary Rick Perry, the former governor of Texas who has become enmeshed in the Ukraine scandal, said he would resign as secretary of energy.

Mick Mulvaney: (21:34) The look back to what happened in 2016 certainly was part of the thing that he was worried about in corruption with that nation. And that is absolutely appropriate. Okay. At least that’s how it’s interpreted by some folks. And we knew that that money either had to go out the door by the end of September or we had to have a really, really good reason not to do it. And that was the legality of the issue.
