Though he found these contacts highly distributing, if not highly UnAmerican, they did rise to provable conspiracy (his words). Any Prosecutor would have to demonstrate intent. In other words, Trump intentionally (intent), or knowingly (intent), set out to engage in Conspiracy (proper term for Collusion) with the Russians. Example, if Trump wittingly conspired then it is a crime, if unwittingly it is not a crime. Either way Treasonous Trump was a Russian asset, witting or unwitting. Mueller also found 11 cases of Obstruction of Justice - Clinton was charged with 1. Barr chose not to prosecute as he is TTs hand picked boy.
