The ATF is prohibited from monitoring or knowing how many guns a person buys per time, per month, per year, etc. That means that Straw Buyers can buy as many guns as they want and sell them to criminals at a substantial profit. This is how the Mexican Cartels get 80% of their weapons, and how Haitian Gangs got their firepower, from states like Florida and Texas.
