  1. So... They have a decent concept and rather than fix issues with execution they throw out the concept? Really? It's a simple two step process. 1. Amend the statute so that it can't be used on minor offenses. 2. Improve the parole board process. Problem solved and high recidivism rate criminals are still in prison.
