@Bob-jn8gt Yes it does hurt their creditors, and also their customers. Which is why many European countries were hesitant to do it. It doesn't hurt America much though, which is why it was pushed through. That said, Russia didn't just have $630 billion in reserves, it also had low foreign debt and a current account surplus. Which also means there's not many big creditors.
