  1. GNH has several different versions, as there's some disagreement over what should matter in it, but the most mainstream version does care about wealth. The relationship between happiness and wealth does break down at higher levels, but being poor certainly doesn't bode well for one's happiness. As such, wealth is considered in the measure - you don't need to be a millionaire, but it definitely favors being at least part of the global middle class.

  2.  @yuvrajkumar5441  The measure includes wealth because research has shown wealth matters. It wasn't some arbitrary decision just to put Bhutan down. They even have figures (varies by country, due to differences in price levels) for how strong the correlation is, and how far (upto what wealth level) it extends.
