As usual with these things, republicans don't think it through - if the money is Biden's and can't be given to Harris, then they can instead just give the whole lump sum to a SuperPAC which would do basically the same thing, and they would also have to admit that the Harris campaign is a different campaign, and so everybody that donated to the Biden campaign has a clean slate to make fresh new donations to Harris. Whoops.
