Instead of filling potholes they should resurface all roads, it may cost in the beginning to do so but it would save money in the long run as they only fill potholes that are the correct depth even if there are two potholes next to each other they will only fill the one then come back a month later to fill the other one, so resurfacing would save money long term, stop so many road closures, diversions and hold ups.
Also they could arrange for all services such as water, gas etc to be given the opportunity to do any upgrades, repairs or installations including future needs for new housing estates, hospitals, prisons etc before they start work resurfacing, this would save time and money for all companies as they could share the costs of signage, traffic lights, equipment, labour force and first one in digs the hole last one fills the hole then the resurfacing can be done at a shared cost and would save all those involved time so they could get more jobs done.
They could do what they do in other countries and use recycled plastic and rubber tyres, which are more durable than just tarmac. This would find a use for plastic and tyres which are hard to dispose of.
So that is half the issues we have solved.
