Regarding people being on benefits becsuse of ill health get no help to try to get back into work, there are a great many who would love to go back to work but the help offered by the benefit office is no existent. People who do get thesse benefits have to jump through hoops to get any benefit and in most cases are turned down the first and second applications, then they are left to try and get back into work when they lack the confidence to do so. If the benefit office was more like an employment agency or worked with employment agencies where they offered temporary work, with a view to those who can will be offered permanent work and those who can't could continue to works as a temp. This would help people find the work that they are capable of doing and remove the anxiety of getting back into the workforce especially if you are unable to return to your origional career. It could be allied to people who are unemloyed that are not ill, especially the young who need some help and guidance since they shut all the groups that specialised in helping the young into work.
