The story about your grand-ma, here it's basically illegal to not help somebody, though that law can be interpretated in many different ways. It would be very likely that somebody would help. I've had something similar happen, where a person of old age falls down and I ran to help them, on some occassions I was the first, in most cases others helped before I could do anything. I don't think it's only cold hearted, it's also shallow and it's incredibly selfish. It does come off as rude here and it's kind of being an asshole. It's your culture sure, but it still feels very wrong and I hope some people see why it's so wrong.
