  1. How does he pass background check haha because of incompetent personnel. His behavior wasn't addressed by the his employer Yakima police dept. Seriously you asking how he has gotten away with this crap. BECAUSE COPS are protected!! That's why cops are out of control. Im not defending criminals I'm stating that there are bad cops. I'm shocked Fil Waters is actually critical of a police dept. Once again he surprised me. He got a job after he left Yakima because departments don't tell any next employer about cops bad behavior. That's why they leave one and get hired by the next police department. Sounds like the Catholic church with what theyve done with pedo priests being transferred to the next church!!!!!
