Thats a very odd thing and I suppose the fact that you spotted it means its not a very convincing tree? id say its being decomissioned, reminded me of years ago when people used to go to planning meetings complaining to cell companies that they couldnt sleep and were having head aches and other health issues from the cell towers only to be told they hadnt even been switched on yet LOL.
