CEO is dead, the company had huge bills, rented factory space, dont forget the salvage vessels wont be doing this for free either they will be presenting bills, this combined effort must have cost millions of dollars, its also very likely that Oceangate had very limited if any insurance as well because the vessel wasn't certified, if you add in legal fees on top of this the costs in going after the company outweigh the returns, the dangers of the trip weren't hidden by the company and in fact were highlighted very clearly on the waiver that the crew signed. You can offer people trips across the sea in a bathtub if you want to, this was operating in international waters as well, dont be expecting anybody to go in to prison or for anything to change in terms of the law, they cant really stop people taking risks in experimental vehicles, you take that risk because you know the risk, same time you step on an Aeroplane, highly regulated things but you can still die and if you do do you ever see the execs from Boeing going to jail? and they are only sued because there is a reward worth getting.
