My kids when they were five were scared of dogs and when I politely asked owners to not let their dogs off the lead they would say things like oh he loves kids etc, thing is when a large dog is running full speed at you you don't know it's intentions, no dog in public should ever be off the lead imo, my kids are teenagers and they still don't like dogs for this reason.

Lots of ppl saying it's not the dog its the owner, the Welsh lad who died was from a decent home and was killed by the family dog, the more recent death a dog sitter looking after a friend's dog, does an irresponsible owner get a dog sitter? Folks can blame the owners but if you remove dogs like these from the owners good or bad you reduce this risk, you can domesticate most animals but it doesn't mean it's safe to have them live with you or be out in public else people would own and walk lions.
