I don’t like the idea of cluster munitions in general, but, when it comes to fighting against an army that relies more on its numerical amount of soldiers than anything else, cluster munitions, make a lot of sense. Russia is just throwing people into the meat grinder, more than any advanced equipment, so unfortunately, even if we don’t like it, cluster munitions make the most sense really to help take as many out of action as possible.

  2. On average, yes. These things are more likely to help Ukraine than cause damage to it by comparison to unexploded mines that can be easily buried or potentially washed away. And of course it’s up to Ukraine in the end on whether or not it wants to use them, and considering also that Russia is relying more on its number of soldiers than anything else, cluster munitions, make a lot of sense.
