Unfortunately, this has been normal in Japan for several years now, and doesn’t seem to be making as many improvements as other more diverse countries have been achieving in recent years. We can look at many examples within Japan that can be adding to this problem. Mainly common Japanese business practices, lack of diversity of the types of people and ideas you get there, and an aging population are all adding to it.

I’m confused though. I thought Japan had put plenty of satellites into orbit before using its own rockets? Including as well now a lander on the moon. How an earth is this the first one? Also, yeah, Japan seems to have a rather unusual failure rate, considering how long they’ve been interested in space versus India. We know usually larger nations do better at this, but in terms of technology Japan is still supposed to be a few steps ahead. I think it’s generally right now unfortunately the highest probability is that Japan just isn’t innovating enough due to a lack of new people working in the sector due to its population age gap, and lack of diversity in the types of people who are working within its space sector versus other countries that are taking huge leaps ahead in recent years. I don’t believe this is going to change for Japan anytime soon. Not unless they finally start opening their borders to allow more foreigners to work and live in the country in all sectors to improve/revolutionise and improve many of its businesses and practices and homes that have been basically stagnant for 30 years now.
