This happened in japan about 10 years ago , the problem lasted 2 months . They found the equivalent company in Japan of Via Communications , the telephone companies disclosed their addresses (no confidentiality in Japan when the police asks for it) and the police wiped them out in a week. 20 years time of jail for the CEO and his associates with no right of extradition and parole , all the employees got sacked and the ones who were not Japanese were sent back to their country with their visa cancelled and no right to ever re-enter Japan , even as tourists .
There is never been one telemarketing problem ever since , because after this incident , telemarketing is now illegal in Japan .
Besides in Japan , it is very easy to say who is not Japanese born and raised and anyone with a foreign accent calling a private house on behalf of a company will only hear the click of the person hanging up .
What you don't understand is that the CRTC is a company, and their aim is to make money , and if they solve the problem, they won't be making money anymore , so they blame the police and the police blames them and this just goes on and on and nowhere .

I own 11 real estate properties in Europe (UK, France, Switzerland, Sweden, Norway and Iceland), and i must say i don't lease to Chinese, this is not anti Asian at all, because i will prioritize Japanese among any other ethnic group or country. I am also reticent to lease to Black people who are actually from Africa, i have absolutely no problem with Middle Easterners, and as for Whites i will prioritize Swiss then Scandinavians, Belgians, Dutch, Irish, Americans, Germans, Spanish, Portuguese, French, Brits, Italians, Eastern Europeans, Greek, Turks.
This is not based on race but on experience. The people i have had the most difficulties with were Chinese, Africans and Eastern Europeans, the ones i have never had a single problem with are Japanese, Swiss, Middle Easterners and Scandinavians.

Hi neighbour,
I'm from Iceland ( I just lived in Japan for a long time) and i understand perfectly how Finnish people think, this is the same with Icelandic people and i think most Scandinavians . We don't waste our time with random people calling home , and unless you were born and raised in Iceland , Finland, Noway , Sweden or Denmark , there is no way , you can ever sound like a native and if you don't , nobody will trust you on the phone or buy anything you try to sell. I think this is a great advantage to live in countries where foreigners have a hard time learning or speaking the language , it creates a natural barrier and only people who really try to make the effort to learn the language have a chance to settle for a long time . Plus the weather alone in Scandinavia is enough to dissuade people .

You think this is extra packaging, you should see what you find in supermarkets and convenience stores in Japan. They wrap every strawberries, cherries, figs, plums, lemons, even chestnuts and walnuts individually, they even wrap watermelons.
When you buy a lunchbox, each piece in it is wrapped individually and placed in a plastic container, itself placed on a disposable wooden tray, itself with a matching lid and the whole wrapped in clear film. And it comes with disposable chopsticks and a wet cloth also wrapped in plastic. I was embarrassed as a human being when i lived in japan and mostly left the country because of how disgustingly non ecological it is. 99% of the japanese wouldn't buy anything if it is not wrapped twice , and they couldn't care less about environmental issues.
I am married to a Japanese who would get mental in supermarket and was even escorted out by security and the police on numerous occasions for trying to explain how wrong this is.
