  1. It's much easier than chasing them. All you have to do is raise minimum wage and the peg it to the RPI. Up the income tax allowance and peg that to the RPI. Remove VAT from everything besides luxury goods, and slap a 40% VAT on that. A part of their business margins will be cleaved off for worker wages in the process, and no chasing.
