  3. 1:50 bonds do not pay for Govt expenditure. When money bills are passed through the house, the amount to execute the plan is on the bill itself, and that's essentially an instruction from the Treasury to the BOE to credit the treasury's account with the amount stated on the money bill. Govt securities DO NOT pay for fiscal spending, they are simply savings instruments for the private sector, and they tend to yield a little more than the rate of inflation.
