  1. but 95% of civilian deaths are on the Palestinians side. it is not equivalent. One is terrorist rag-tag militia (a few thousand), the other is a terrorist nation state with a standing army. This is not a war; a war is at least two standing armies facing off; there's only one military in this equation

Additional Protocol I (1977) to the Geneva Conventions explicitly prohibits "indiscriminate attacks." Article 51 defines indiscriminate attacks as those which are "not directed at a specific military objective" or "employ a method or means of combat which cannot be directed at a specific military objective." The Rome Statute of the International Criminal Court (1998) includes as a war crime "intentionally directing attacks against the civilian population as such or against individual civilians not taking direct part in hostilities."
