The Fourth Geneva Convention (1949) prohibits the targeting of civilians and requires distinguishing between combatants and civilians in military operations. Article 51 specifically prohibits "indiscriminate attacks" and attacks that "employ a method or means of combat which cannot be directed at a specific military objective." Additional Protocol I (1977) to the Geneva Conventions explicitly prohibits "indiscriminate attacks." Article 51 defines indiscriminate attacks as those which are "not directed at a specific military objective" or "employ a method or means of combat which cannot be directed at a specific military objective." The Rome Statute of the International Criminal Court (1998) includes as a war crime "intentionally directing attacks against the civilian population as such or against individual civilians not taking direct part in hostilities." United Nations General Assembly Resolution 3379, adopted on 10 November 1975 by a vote of 72 to 35, "determine[d] that Zionism is a form of racism and racial discrimination"
