Culture is either not the answer, or not strong enough to withstand non-western immigration. Integration and foreign-aid fails for the same reason. This particular belief can be manipulated at the physical level, which is a very weak foundation for a belief in "the Most High". Unless you mean indistinguishable from drugs?
