  3. The area isn't killing anyone to the point of guarding a petrol station with an armed guard. It is the people that live there.

  4. It isn't profitable to run a petrol station with 1 extra staff at all times. Moreover, if it is that just means the entire society has an implicit tax. If you have the right people, you don't need Africa-style protection.
