moving water is something that has been done for a long, long time. look at the viaducts in CA that move water north to south. But... those were expensive to make even back then. who is going to pay the billions (yes, billions) of dollars it will take to make something like that happen now? are you willing to pay for it? most won't accept responsibility any more.
