  1. They mainly do that because we live in a world that doesn't punish them. They get off scott-free. The entire culture is based on pandering, coddling & absolving them of accountability, responsibility or morality. They expose themselves because they're comfortable in this climate. Nobody persecutes them. There's no consequences either way.
