Regarding leaving the country, that's not really a good idea in the case of war. Airports are one of the most common targets, meaning you're less safe at an airport. The safest place to be at would be where there are no military bases or important structures. That's basically why Seoul is unlikely to be attacked by a huge bomb. Smaller ones at select targets in the form of terrorist attacks would be more likely in that case, but Seoul overall would be safe. Still, the best option would be to simply shoot down missiles as soon as possible.
