Well... I'm not from the US so I don't know about unique fashion trends there, but I have a hard time believing those things would be widespread. As for cleavage or legs, I really don't see why one would be more acceptable than the other. I personally think ridiculously short shorts or skirts is way more sexual than showing cleavage, but I suppose that's because I don't really think about boobs as something sexual.
