If the capital is sinking, then they have to move it. It doesn't matter if people are for or against it. The economic losses would be greater if they don't do it, despite the extreme cost of the move. They could start with a building ban in the capital, which forces people to build outside of the capital. It's not a popular solution, but it's one that will lessen the long term impact. It'd also be a good idea to do that since if Jakarta is going to sink and be abandoned eventually either way, it could be beneficial to not waste resources on the current capital.

One problem with disasters is that people don't tend to notice or care until it's too late. It's complacency. It's the idea that if it hasn't happened yet, it won't.
