He definitely wants the game to be the best it can be. Doesn't mean that'll be the result, but as you say, his hands are tied. I don't think the ideas they've had were bad, but it's clear that they didn't get enough time and resources to polish them, and then they weren't able to make the changes post-launch to improve things. The times when they got to make bigger changes were on content patches, but those are few and far between.
