United Europe Now you're resorting to silly mind games. Your example is more fit for London. It all starts with the individuals: if an important number of them would identify as Pakistanis, then they should be allowed to do so, and enabled to have all the things they wish for Pakistani community life, like education in their own language, the freedom to worship, representation, etc. If a part of the individuals of Pakistani background don't wish to identify as Pakistani, then it's just as good. It doesn't mean that London would belong to Pakistan, it would only mean that it would reflect the people living there.
Transylvania has never been really Hungarian land, since Hungarians have almost always been a minority and Romanians a majority without any sort of rights for 550 years, therefore quite multicultural, with Germans and Szeklers also being prominent. It has been Hungarian, Ottoman, Romanian and Habsburg, since 1570 enjoying semi-independence and not being part of Hungary.
