Is interesting the history of policing in the US, here certainly back in the 800s (well around 886) had in some parts of the country (I should say places) there'd be a Wakeman, who'd stay awake during the hours of darkness and would have a number of constables. Each resident of a place would pay like an insurance of some kind to if they had anything stolen during the hours of the watch to replace what'd been stolen. In Ripon that when the reformation happened removed the churches hold over the Wakeman (as they'd been accountable to them) so they could then forth do as they wanted, is actually a law they put in that if someone should insult the Wakeman they'd be held in the stocks for a day and a night, when James VI (Scotland) succeeded to the English throne in 1603 he went to Ripon and ordered the Wakeman be accountable to the Ripon City Council (and came with a properly written Royal Warrant making Ripon a city), the first Mayor being Hugh Ripley the former Wakeman, there'd been a procedure where they'd blow a horn at the four corners of the market cross (now Obelisk) so Ripley got someone to do the watch for him as he'd be too busy being mayor and got them to report back to him (why it still happens now but purely symbolically).
