Because that's how they have lived at the expense of others and that's the neocolonialism imperialism Modus operandi! Remember! Ministers know that hundreds will die of lack of heat! Because their experts tell them!! So they are fully conscious of the dangerous facts. So they have made the choice to gamble and let their people die ! The sociopaths have taken over the mental asylum.
