  2. @Michael no, we never needed that many ships to patrol the oceans, even with proportionally more trade today, and proportionally more ships in the past. Most ocean trade is conducted in a select few corridors and geographical regions, and it takes very few ships on station to patrol those continuously, with additional ships in rotation to relieve. Then you just need a few more ships to fill the gaps in lesser transited regions.
