  1. Regulate to protect, not stifle, a freedom of conscience. This is the basis to any legitimate claim to "free speech." There must be a moral component and capacity to "free speech," which is why Corporate Fictions like CNN are not lawfully entitled or covered under any right to "free speech." This, is only a human capacity, and right of citizenship.
