For the states, the Federal Government is an option of last resort. However, it is the duty of the Office of The President, to secure the borders (plural) of the nation. When states fail in their obligation to maintain order within their own jurisdictions, this is similar to a vessel whose captain has abandoned ship. An abandoned ship can now be treated as salvage. As a member of a constitutional compact, it is the duty of each state to protect its citizens, not only for their own sake, but for all members of the compact. As we go one, we go all. All for one - One for all. State governments must assume & uphold their responsibilities.
