  3. This is racketeering through regulatory processes. The ArriveScam is just the tip of the problem. As an aside, the Romanian communist dictatorship under Nicolae & Elena Ceausescu sent agents to America to plagiarize American innovations which would then be presented to the Romanian people as products of collectivist economic initiative. Head Romanian Security Officer Ion Pacepa in Red Horizons quotes Ceausescu about then US President Jimmy Carter as that "dumb peanut farmer." Collectivism seeks not to encourage creative economic endeavors and independent initiative, but to control and exploit them through regulatory burdens. BTW: After becoming disillusioned with the Ceaușescu regime Pacepa defected to the West. Problem is, the same collectivist mentality has followed him.
