  1. The best way is to have high education standards and teach empathy to your citizens. This way your citizens won't be ignorant anti Vaxxers and will want to vaccinate to help those who cannot. Outside of this vaccines should be mandatory so I praise Germany for going the stick method. Giving people $100 to vaccinate teaches everyone who already got the vaccine that they made the wrong decision and next time this happens they'll be less willing.
