  1. he would never nuke the USA as it would result in his death too(this is why he wants nukes, it's a deterrent to invaders) that said rocket science is actually far far more complicated than nuclear science. So even if he ever went off the rocker completely aside his scientists wouldn't be able to hit the mainland USA with a bomb. Maybe they get lucky aiming at Guam but Tokyo would be the likeliest of targets for them to hit (maybe Seoul but I doubt he would destroy something that he'd rather own)
