@SamuraI-h8x5s theirs a number of factors... one being the illegal fire arm he obtained due to poor gun controll, goverment fault, Mental frustration due to lack of job's, wich is replaced by senceless violence thats urged by the likes of bjp rss hindutva, Courts & appeals procedure are super slow because of massive numbers of cases, of wich most are due to illegal acts comitted by rss bjp activists taking the already weak law into their own hands as mob law...
